I am a foreign national living abroad. Can I travel to France?

Covid-19 restrictions at the French border were eased on 12 February 2022 for fully vaccinated travellers. Please visit the Interior Ministry’s website for more information. The entry conditions to French territory are defined by the classification of departure countries (countries and territories on ’green’ and ’orange’ lists) indicated below. Children under 12 years of age are exempt from testing.

’Green’ countries/territories: countries/territories in which no active circulation of the virus is observed and no variants of concern are identified. These are the European Union member States as well as Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, Switzerland and the Vatican.

’Orange’ countries/territories: countries/territories where there is active circulation of the virus in controlled proportions. These are all countries/territories not included in the ’green’ list.

I am travelling to France. Do I have to fill out a form before boarding?

You may be asked to fill out two forms before boarding for France

● EU-PLF form is for travellers arriving on the territory of a European Union Member State. While rules to fill the form may vary between EU countries, it is compulsory for travellers who wish to enter France. 

● The Eos electronic form is for travellers coming from ‘orange’ countries and territories. 

"Vaccine pass” or “COVID certificate”?

Since 14 March 2022, the “vaccine pass” has been lifted in France in all areas where it was previously required (cultural and leisure venues, commercial catering, professional trade shows, etc.).  

The “Travel” certificate is still required at borders. 

The “Activities” certificate is still required in healthcare establishments, retirement homes and establishments for vulnerable and disabled persons.

What is the “Travel” certificate?

The “Travel” certificate is issued upon presentation of one of the following three documents:

● A vaccination certificate showing full vaccination;

● A certificate of medical reasons for not being vaccinated, issued in France;

● A certificate of recovery from COVID-19: a positive test conducted in France between 11 days and 6 months prior.

Coming to France: French nationals, foreigners, students and international researchers

Since 12 February 2022, new rules apply to travellers arriving in France. For further information, please see the Interior Ministry’s website

● According to European regulations, vaccinated travellers no longer have to be tested before departure. Proof of full vaccination once again suffices to enter France, regardless of the country of departure, as was the case before the spread of the Omicron variant.

● Unvaccinated travellers are still required to present a negative test result to enter France, but the measures upon arrival (test, isolation) have been lifted when they arrive from a “green” country where there is limited circulation of the virus.

● When unvaccinated travellers arrive from a country on the “orange” list, they must continue to present a compelling reason to justify the need to come to metropolitan France and may still have to take a random test upon arrival. Travellers who test positive must self-isolate, in accordance with the recommendations of the public health insurance authority.

If you have travelled through a third country during your return trip to France, but remained in the airport international zone, the rules for the departure country apply.

Foreign visitors must pay for tests in France.

International students and researchers: conditions for entering France

Depending on your country of departure and your vaccination status, the procedures that apply to travel to France are different. We recommend you complete a full vaccination cycle before your departure to facilitate your arrival and daily life in France.

How to apply for a vaccine certificate of equivalence

For foreigners

In pharmacies in France, for foreign nationals who are not students. They should present their passport and the paper version of the original vaccination certificate in a pharmacy offering the service (a list is available on the Ministry for Solidarity and Health website).

All French nationals and their partners and children can enter France, subject to compliance with current public health rules.

Are there specific measures for overseas France ?

Travel to and from all overseas territories is only possible if you have compelling reasons for travel, with the exception of those who are fully vaccinated, and on condition they have negative PCR or antigen test results.
